It sounds like the game was using a sims 4 folder that was in One Drive instead of the correct one in Documents -Electronic Arts. Okay, so I deleted one drive altogether, the only thing it did was delete all my families.

One extra bit of information is that I have maxed out my onedrive capacity, is this a problem? Let me know. I updated my game, removed some custom content, repaired my game but, none of these 'solutions' worked. I select 'other' and then see by 'script mods enabled.' option, it's checked but the box is kinda grayed out and when I hover over it, it says 'script mods have been disabled'. When I opened my sims 4 game a few days ago, it said mods disabled to re-enable them, yada yada yada. None of the custom content or script mods show up in the game. I don't see anyone with the same problem as me and I can't find a solution online. Make sure that there is only one resource.cfg file in the folder Then put your mods/cc from the old mods folder into the newly generated mods folder and test to see if the issues remain. And It doesn't seem like anyone's having the same problem I am. And I've searched all of Google for a fix and none seem to work. Could you please help, I have script mods enabled and mods and cc enabled. But I'm having the SAME problem with my new CC so that's why I don't think it's my cc that's conflicting with it. I didn't feel like doing the 50/50 technique and just downloaded new CC. So I restarted my Sims 4 folder AGAIN, and it worked. So I took all my CC out, and it didn't work. I fixed this problem yesterday by restarting my Sims 4 folder, and deleting it. And my script mods never showed up, but non script mods did. When I first installed mods, I had cc installed.
